In part this is due to scholarly attention’s having been diverted by the May Fourth “intellectual revolutionyy of 1917 to 1923.¹ But the more compelling reason lies in the failure of scholars to examine the Xinzheng era fully and without prejudice. The reforms not only failed to save the Qing empire, but they further intensified the inter-ethnic tensions between Han, Manchus and Mongols.
